Taking the inbound tourism and import-export trade of Ningxia and the Arab States as an example, this paper constructs the evaluation model and the coupling model of the comprehensive development level of inbound tourism and import-export trade, and analyzes the coupling relationship and its dynamic evolution of tourism and import-export trade between 14 Arab States and Ningxia. The result shows that: 1) There is a significant difference in the level of comprehensive development of Inbound tourism and import export trade, Saudi Arabia ranked first in the Arab States; 2)The coupling and coordinated development of inbound tourism and import-export trade in the Arab States is still at a relatively weak level, and most of the countries are in the low-level coupling and coordination phase. 3) The coupling and development of inbound tourism and import-export trade in the Arab States as a whole show "east high west low". The spatial pattern of its evolution trend is relatively stable. Through the research on the inbound tourism and import-export trade system of Ningxia and the Arab States, the results are enlightening for the construction of the innovative model of the inland open pilot area.
