Reflections on the Problems in the Institutional Mechanisms of Economic Transformation and Development in Northeast China

Since the Northeast Revitalization Strategy was implemented in 2003,remarkable achievements have been achieved in the economic transformation and development of the northeast region. However,with China's economy entering the new normal,the economic development in Northeast China has encountered serious difficulties. The issue of institutional mechanisms is the key issue that restricts its economic restructuring and development. At present,the problem of " single domination" of state-owned economy in Northeast China is still prominent. The government still plays a strong " management" role. It is more difficult to solve the " burden" of history than the expectation. The degree of openness needs to be improved urgently. There is lack of external impetus to forcing reform. These problems seriously restrict the economic transformation and development of Northeast China. The key to promoting the economic restructuring and development of the northeast region lies in deepening the reform of the system and mechanism. We should further deepen the reform of the mixed ownership of state-owned enterprises,establish pilot zones for deepening the reform of state-owned enterprises,the pilot area for government reform in the management of the system,and the establishment of a sound and open market development pattern. We also need to address some specific difficulties that restrict the development of enterprises.
