The Expectation,Reality and Path of Teacher Rotation System

Teacher rotation system is an important policy to promote the balanced development of compulsory education. The policy not only plays a key role in narrowing the gap between the urban and rural education to realize the educational equality,but also helps to relieve the craze for selecting top schools and promote the social equity. So the teacher rotation system ought to be strongly promoted and widely implemented. But in the course of the actual implementation of the policy,we are faced with the following problems: the lack of the enthusiasm of teachers to take part in the rotation,the obstruction of the teacher management system; the conflicts and games among various interest subjects. To solve these problems,the rigid policy ought to be combined with the flexible one to improve the incentive mechanisms,the system of "county managing and school engaging"and the identity of civil servant ought to be established,the relationships among stakeholders should be balanced,the supervision and corrective mechanisms should be perfected.
