Teacher Salary System in China: the Achievements Gained and the Problems Faced

Primary and middle school teachers' salary system in China has been gradually established in the process of attribute returning from "over marketization"to "public sector". The different components of teachers' salary,which are decided respectively by central and local governments,perform different functions in motivating teachers. However,there still exist problems in "structure-function"matching of teachers' salary,especially the institutional logic that the performance salary determines mechanism is indistinct. This paper explores this problem by analyzing the diachronic data of teachers' salary in Beijing,Shanghai and Tianjin and draws a conclusion that the function of regional "life cost reimbursement"in teachers' performance salary is not reflected in the salary system although the salary system has been basically established. A suggestion is put forth that primary and middle school teachers' salary should be institutionally increased in the light of the average salary of labor force in the region in order to perfect the public financial system.
