Design of C~4ISR-Based Military-Civilian Integrated Emergency Command System

Military-civilian integrated emergency logistics management can promote the combination of military emergency logistics with civilian emergency logistics,and improve the capability in processing the emergency events,the key of which is to establish a systemetic coordination organization. The paper analyzes the rationality of building a military-civilian integrated emergency command system based on C~4ISR,and proposes the C~4ISR-based military-civilian integrated emergency command system architecture after taking full account of the actual situation of military-civilian integrated emergency logistics management.
