Transcending towards Behavioral Public Policy Theory——Evolutionary Logic and Trends of Punctuated Equilibrium Theory

Coleman proposed that the explanation focus of social science should be laid on the behavior of social system,and there should be two kinds of interpretation logic for such behavior: "from macro to macro"and "from micro to macro". The logic of interpretation "from micro to macro"faces the problem of how to change from microcosm to macrocosm. This problem can be defined as the"Coleman Problem". The understanding of the logic of policy change is also facing the "Coleman Problem"in the policy-making process. It is necessary to answer the question about the macroscopic phenomenon of how micro-policy actors can promote policy change. Taking the "Coleman Problem"as the frame of reference,we can clarify the development track of the theory of punctuated equilibrium in a clearer manner. The theory of punctuated equilibrium began with the explanation logic of "from macro to macro",which emphasizes the explanations of the phenomena of policy venues and policy image for the phenomenon of punctuated equilibrium,and then develops such theories as"cognitive friction and systematic friction","disproportionate information processing model",and"attention allocation,stochastic process and general interval assumption". In an unconscious way,it has answered the three theoretical propositions in Coleman's transformation from the microscopic to the macroscopic. At present,the latest trend of theoretical evolution is from the theory of punctuated equilibrium to behavioral public policy theory,which indicates that the"Coleman Problem"has become one of the components of theoretical consciousness.
