From Joint Prevention and Control to Comprehensive Measures:The Evolution of Intergovernmental Treatment Model for Reducing Air Pollution

Air pollution is composed of atmospheric pollutants,atmospheric pollution sources,atmospheric pollution processes,and air pollution consequences. Air pollution has social characteristics,such as multiple sources of pollution,accumulation of pollutants,unboundedness in movement,and negative externalities. Therefore,the treatment of air pollution depends not only on science and technology,but also on management,and it requires cooperation between governments. The inter-governmental cooperation in air pollution control has undergone the joint prevention and control model within the region,and is evolving towards an integrated regional policy-making model. The specific performance can be shown as follows: the development of science and technology moves from environmental protection science and technology to green science and technology; the collaboration basis shifts from subordinate management to regional coordination; the goal of cooperation changes from the total emission control of atmospheric pollutants to the reduction of inventory; the way of cooperation is adjusted from the administrative mode to the market-oriented approach; the main actors of the collaboration change from local government to the central government.
