Status Quo and Problems:A Study on the Local Record Filing and Reviewing System——Taking 31 Provincial-level Locations as Examples

The record filing and reviewing system established by the provincial authorities in the mainland of China has been more innovative than the central government's system in terms of the scope,content,methods,procedures,and results of practice,especially in the review procedures. However,the local filing and reviewing system still has problems,such as lower filing rates,lower proportion of problem detection,lower proportion of citizens' recommendations,unclear filing range and reviewing standards,and insufficient capacity for filing and reviewing organizations. The improvement of the local record filing and reviewing system should,on the one hand,eliminate conflicts and contradictions in legislation against the central authorities; on the other hand,should summarize the mature experiences of various locations for more applications in other places.
