Input-output Performance Evaluation for Universities Based on SE-DEA Model

The design of research indicator is as follows:the number of full-time teachers and researchers in scientific research institutions as well as the expenditure on scientific research are chosen as the indicators of scientific input;the number of patents,the number of papers published in China and overseas,the number of achievements applied for appraisal and the number of achievements which have been granted a prize,and the actual revenue produced in the year of technology transformation,are chosen as the indicators of scientific output.The data used in this paper are a 3-year panel data for the period of 2013-2015 obtained from Compilation of Scientific Research Data in Universities and Statistics Year Book of Education in Hunan Province.The primary conclusions are:First,the overall efficiency of the 27 public universities in Hunan is not satisfying.The number of universities with a 3 year average super-efficiency score higher than 100% only accounts for one third.Second, "985/211" universities have higher efficiencies than old established universities in terms of technology efficiency,pure technology efficiency and size efficiency,while old established universities have higher efficiencies than newly established universities.Third,the number of universities with a super efficiency of more than 100% within the same level is positively related with the scientific research strength of universities.The significance of this research is as follows:First,based on the panel data of 27 public universities in Hunan for a 3-year period,this paper reaches a conclusion that the performance of scientific research of universities of different levels is positively related with the scientific research strength of universities of that level,which implies that the "985/211" universities or old established universities will not only produce more technology achievements,but also better scientific research performance.Second,this paper makes a comparative analysis of the corresponding indicators fromCompilation of Scientific Research Data in Universities and the Statistics Year Book of Education in Hunan Province,and finds out that the statistics of certain evaluation indicators are collected on different bases,which implies that the quality of evaluation result will be affected if the data from just one information source are used.Therefore,it is suggested that the scientific research management departments and universities at all levels which participate in projects should improve the financial evaluation method of scientific research and the information disclosure system of project evaluation results,and voluntarily accept the supervision from the public.
