Measuring and Evaluating the Economic Returns to Basic Research: A literature review of abroad

Many foreign researchers have explored and measured the economic return to basic research since 1950s. Based on a large numbers of literature reviews, the authors argue that most of these research on the economic return to basic research are impliedly affected by the previously popular linear model, while generally ignored that the impact of basic researches is complex, nonlinear with knowledge spill over effects which means that there are some problems in methodology. The authors first review the literatures and then give some advice on return of Chinese basic research.
