A Research of Revolution of Comprehensive Administrative Law Enforcement based in Holistic Governance Theory

Holistic Governance Theory contects with the functional intergration of internal organization to goverment system and the multi-agent collaboration of public-private divisions.It connects the transverse and portrait structure, as well as multi-agent public-and-private structures together organically, thus creates a three-dimensional governace framework theoretically.Holistic Governance Theory is the realistic demand of solving crossify, departify, fragmentize problem in comprehensive administrative law enforcement, and it possess a great significance in intensifies the revolution of complex system of comprehensive Administrative Law Enforcement.According to the theory, the intensify of revolution of complex system of comprehensive Administrative Law Enforcement demands a transverse division of enforcement area with a basic in big department system, as well as create a efficient cross department collaboration mechanism and a intergrated information technology system, thus achieve the systemize, cooperative and holistic advance of revolution of complex system of comprehensive administrative law enforcement.
