A Research on the Structure and Characteristics of the Two-way Exchange Program between Central and Local Cadres- Using the Eighteen CPC Central Committee's Biographical Information as a Sample

Under the new situation to strengthen the new cadres, it is required more attention to promote excellent cadres from the grassroots to the central government, but also to increase the decentralization from the central to local, especially the grassroots. In this context, deepening two-way exchange of cadres will inevitably make a profound difference to the reconstruction of the power system between the central and local government. However,from the perspective of quantification devoted to the study of two-way exchange of cadres behind the required level. Therefore, this article tries to resume the sample of the eighteenth session of the Central Committee, according to SPSS statistical information to analyze the current situation of the cadres of the central two-way communication, including gender inequality, abnormal knowledge structure, unreasonable frequency of communication, breadth and validity, unscientific hierarchy exchange of cadres. The main motivations behind are: the concept of cognitive biases,regulations and policies defects, institutional mechanisms lag and lack of supporting interest. To achieve the scientific,standardized and normalized two-way cadres exchange, this paper summarizes the common laws of two-way cadres exchange from the data analysis of the problems and tries to form a cohesive force from correcting misperceptions,improving top-level design and local policies linking, getting rid of institutional obstacles, completing set of interests and other aspects, jointly promoting the effective convergence of cadres two-way communication, making it to become the backbone of optimizing the relationship of central and local government and deepening the reform of the cadre personnel system.
