Western Modern Representative Democracy Theory Development and Resonsideration

YE Zhong-lin,LIU Qi
Theory of representative democracy has became the mainstream theory which supports modern nations, while it also leads to legality crisis of western governments and the shrink of public spiritedness. The theory of representative democracy represented by Mill in 19th century, pointed out that although this original theory recognized minority rule,it agreed to achieve civic education purpose through participation yet.The feasible path for the establishment of socialist democracy in our country is to exert the effect of selective preference and supervisory role of inter-party democracy;focus on improving public spiritedness in primary-level democracy;further regulate the operation of political rights through rule by law which is also an important goal and realistic value orientation for contemporary Chinese democratic construction.
