The shortage of water resources has become the first ecological problem in the world. Especially in China, not only the total water resources is shortage, but exists the unbalance of distribution in the regions and seasons, and the shortage of water resources in the northern region is serious. So the only way to carry out the high-yield and superior quality of wheat and keep the sustainable development for wheat production is to unify the water saving irrigation, high yield and high quality of wheat. So the paper discusses the functions of water and nitrogen on wheat growth, yield and quality from physiological and biochemical aspects, and emphatically analyses the interactions between these two factors on the basis of the past researches.
