Evaluating the Service Industries' Level of Modernization in the G20 Countries

This paper evaluates and analyzes the level and stage of service industrial modernization of G20 countries since1990 from three aspects: service structure,service quality and service administration. According to the results, in 2013,the United States, France and Germany scored high on comprehensive service.For structural scores,the United States,Germany and the United Kingdom performed better. In terms of quality,France, the United Kingdom and Australia were the top three. The United States, South Korea and Japan were on the top in terms of administration. Some developed countries have stepped into the developmental period of service industries' second modernization, while the emerging economies, including China, are still in the period of the first modernization. China has not completed the first modernization, and is on the elementary level. Empirical quantification estimate indicates that its level is roughly equivalent to 30 percent of modernized countries in service industry.
