Debates on Breaking Diplomatic Relations with Japan within the Nanjing Nationalist Government after the September 18 Incident

Breaking diplomatic relations with Japan was the voice of the majority of Chinese af- ter the September 18 Incident. The discussions on the Sino-Japanese War inside foe League of Na- tions provided an opportunity to put the issue of breaking diplomatic relations with Japan on the agenda. The Chinese Delegation to the League of Nations and Wu Chaoshu had weighed the advan- tages and disadvantages carefully. Chang Zuobin, Chinese Envoy to Japan, openly opposed breaking diplomatic relations. Chang Kai-shek also believed there were more disadvantages if China sevend diplomatic relations with Japan, and was not ready to do so. After that, foe policy of the Nationalist government towards Japan shifted from "no resistance or negotiation" to "resistance and negotia- tion".
