Absence of Initializing Fund of Social Insurance and Its Countermeasures

The toughest problem in running social security system is the lack of initializing fund of social insurance. This has much to do with existing history and system. In view of law, the final ownership of social insurance fund belongs to laborers. The absence of initializing fund of social insurance is caused by social security debt that national capital fails to pay because of organizational breach of covenant. The solution to this problem is to change the organizational default cost under labor contract and social security contract in old system (part of national capital storage) into initializing fund of social insurance, or to grant national "authorized bond" so as to alleviate the finance shortage.
