Resource Allocation,Legal Regulation and Administrative Approval System Reform
Administrative approval system reform is an important aspect of law-based government construction.Especially, administrative approval of resources allocation directly relates to national interest since it concerns distribution and utilization of state-owned resources. Administrative approval of resources allocation involves three types of resources: natural resources, public resources and managerial resources. Resulting from social and economic structure transformation, reform of administrative approval of resources allocation is the essential requirement of market economy, and the reform objective is exactly complying with socialist market economy system. In view of the existing dual-track system of competitive and non-competitive transfer approval in China, public-private partnership with transfer mode of "Planning the First, Agreement Later" can be applied to competitive transfer approval; and also, "general administrative permit within the plan" can take the place of non-competitive transfer approval according to legal regulations.
