Application of runoff regulation and control theory in design of soil and water conservation of pipeline works

To probe into the application of runoff regulation and control theory in the design of soil and water conservation of pipeline works,the paper discusses the preventive measures in the areas with severe soil and water loss with the case of second-line pipeline works of West- East Natural Gas Transmission( Henan- Hubei section) Project. Dispersing,draining and accumulating overland flow are conducted by controlling measures( regulating flow,storing flow) for soil and water conservation,so as to decrease the soil and water loss to the minimum in the process of pipeline construction.
