Comprehensive assessment of water resources utilization coefficient based on cyclic corrections: case of Pengshan district in Meishan City,Sichuan Province

One-sided problem using single expert for decision-making can be overcome by panel scoring,however a common conclusion needs to be achieved by panel experts. In the water resources utilization evaluation,Spearman is used to perform consistency test on the index rankings; cyclic corrections result in a unified index,and indexes are ranked according to their importance. Under the premise of abiding the rankings,the weights are initially determined according to the average scores given by panel experts,and then corrections were made to the weights according to the consistency value of the same index's importance that is given by the panel expert,so a comprehensive model is built to assess the water resources utilization coefficient in Pengshan district. The assessed results are in line with the actual investigation results,which proves its rationality.
