Assessment of urban water ecological PPP project based on fuzzy comprehensive assessment method

The construction of water ecological civilization remains a challenge. To alleviate financial pressures of constructing the urban water ecological public projects,more and more local governments start to adopt the PPP mode. Qualitative assessment is the major form of VFM( Value for money) assessment while quantitative assessment is carried out in different cities according to their individual conditions. Based on the characteristics of water ecological projects,a comparably perfect index system is established,in which,the weights are determined using AHP method of clustering multi-attribute decision making,and in the combination of improved fuzzy comprehensive assessment model,the index system can be used to assess the VFM of urban PPP projects. The model's effectiveness was proved by practical case.
