Pondering Over "Groins should be Stable in Rush Repairs and No Death in Flooding

According to the requirements of "Groins should be Stable in Rush Repairs and No Death in Flooding" put forward for flood control by General Headquarters of Flood Control of the Yellow River, on the aspect of flood control and rush repairs, the paper puts forward the suggestions of properly reducing the prevention standard for constraint works, properly increasing the reserved materials for constraint works, readjusting the structure of goods and materials, readjusting the structure of rush repair teams, revising rush repair plans in the light of some particular conditions and strengthening the security of safety of rush repair teams. It also puts forward to optimize reservoir regulation and carry out the method of two "Polarity". On the aspect of engineering construction and consolidation, it puts forward the suggestions on reinforcing the engineering works those have not yet reached the standards, continuously reinforcing the foundation rock and quickening the speed of integrated management of key river sections. On the aspect of safety and policy of floodplains, it puts forward the suggestions that the State should put into effect the policy of "initiative hazards reduction, positively avoiding floods and policy support" in the Yellow River floodplain area and continuously demolishing production dykes on the floodplain in a positive and reliable way.
