Opinions on Establishing Regulation and Control System of Runoff and Sediment of the Yellow River

The paper puts forward the following viewpoints on establishing sediment discharge regulation system of the Yellow River aiming at the report of “Establishing Sediment Discharge Regulation System of the Yellow River” drafted by Yellow River Conservancy Commission: a) The operational mode of the Xiaolangdi Reservoir needs to be changed, i.e. reducing storage in flood season and properly increasing sediment delivery ratio; b) It is difficult to realize the target of 4000 ~ 5000 m3/s bankfull discharge in the lower Yellow River according to the present amount of coming water of the river; c) It should pay close attention to the plans of secondary suspended river management and floodplain security construction; d) Abolishing production dykes and making water sediment of channel and floodplain fully exchanged are the fundamental way for sediment handling of the lower Yellow River; e) Developing Heishanxia and building Daliushu Reservoir, but the main purpose of the reservoir shall not be irrigation; f) Building Dongzhuang Reservoir can effectively reduce flood disasters in the lower Weihe River and; g) The controlled water level of Sanmenxia Reservoir in non-flood season should be further lowered.
