Responding to Hidden Crises from the Perspective of Public Administration

Zhu Qigui
Hidden crises are crises that develop gradually and might go unnoticed. They generally experience four stages,i.e.latency,development,deterioration,and eruption. In this globalized and information-based era,the root cause of hidden crises involves political, economic, social and cultural factors. The mechanism of their contagion effect is complex, and they have the characteristics of being hard to notice and fix and generating enormous destruction. The government must pay close attention to preventing and managing hidden crises, building a monitoring and early warning mechanism therefor, striving to eliminate them as soon as they emerge, and ensuring long-term stability of the country.
