China's Reform at Next Stage and Transformation of Government Functions

China's reform is now at a crossroad and faces many deep-rooted problems and conflicts.To solve them,the key is to deepen reform.This is because,internationally,vast changes are taking place in world order and China's external environment,which puts pressure to advance China's reform;domestically,realizing the vision of China's rise entails deepening reform.Currently,Chinese government need to rely on marketization and privatization;promote a shift in the driving force of economy from factors of production toward efficiency and innovation;reasonably straighten out the relationship between government and market and demarcate social governance boundary;and change itself from an omnipotent government into a limited one and from a growththirsty government into a service-oriented one.
