How to Avoid Growth Mania in Development during a Transitional Period

The constraints resources, environment, demand, and social programs impose on China have proven that the development mode of "economic growth first" has come to an end. The Party and state are fully aware of this. In the Twelfth Five-Year Plan, it is further decided that development mode should be adjusted and safeguarding and improving people's life be made the fundamental goal of transforming the pattern of economic development. In the process of transforming development mode, the obsession with "ensuring an 8% GDP growth rate" should be avoided, and three consensuses should be established, namely, transformation is more important than growth, environmental improvement is more important than support to enterprises, and transformation of government functions is more important than industrial transition.
