The Hidden Crisis behind the "Land to the Tiller" System

In China,the transfer of farmers' land-use rights is inevitable during the process of urbanization.However,it leads to the return of landlords in that it relies upon the condition of land rent collection.Though transfer of land-use rights increases the efficiency of land resources allocation,it fundamentally causes harm to the "land to the tiller" system.The basic rural operating system is changing qualitatively,and agricultural development is being hindered as never before.In the context of China's basic condition—a country with a large population and relatively scarce land,Chinese government should correspondingly take measures to prevent landlords from reappearing and uphold the "land to the tiller" system.
