Restriction and Coordination of the Power of Policy-making, the Power of Execution and the Power of Supervision——Theory and Practice since the 17th CPC National Congress

The 17th National demands that a power structure and an operational system be set and improved to make the power of policy-making, the power of execution and the power of supervision under mutual restriction and coordination. Crucial as it is, this instruction is still a theoretical model, urging to be transformed into practice and be developed in practice. The power of supervision has for the first time won independence thanks to the reform and innovation of the village-level supervision institution in some grass root rural area dating back to 1995. It is undoubtedly possible to take this success as a typical instance, if this practice as the first step could be improved. This essay manages to put forward some concrete plans and suggestions on how to deepen the reform and innovation of village-level supervision instituion.
