The Role of State in Public Diplomacy——Wisdom of People and Inclusiveness under the Principle of“Putting People First”

"Putting people first"is the proper meaning of public diplomacy. As a tradition and advantage, it should especially be held and reflected in China's public diplomacy. At the 18th CPC congress, "public diplomacy"is written into the report of Party congress for the first time, bringing it to the height of national development strategy, which is of important guiding significance for thoroughly implementing and effectively promoting public diplomacy in the new situation. This paper believes that China should adhere to the concept of "putting people first", consider the overall domestic and international situations, balance domestic and external demand, and call on people to work in a down-to-earth manner, in order to initiate a new phase in the public diplomacy with Chinese characteristics.
