Attack, Defend or Be War-frightened--Strategic Wisdom in the Course of the Rise of the US and the Implications for China
The US successfully avoided war with former hegemonic countries, neighboring countries, and major countries with different ideologies when it was at the critical stage of rising as a new power. It also led other countries in establishing a series of mechanisms targeted at maintaining world peace. However, it failed to avoid war with Germany and Japan which took a traditional path of emergence. China is now engaged in territorial disputes with a number of neighboring countries and at the same time has deep distrust in the US, a hegemonic power that adopts a far different ideology. Besides, China's neighboring environment is not assuring. The issue of national unity is yet to solve. The concepts it holds on resolving international conflicts still need to be turned into a mechanism. Therefore, China now has a greater possibility of war compared to the rising US in the past.
