The motivation of Vietnam's political reform is closely related to the characteristics and evolution of its power structure. Choosing between "centralism" and "democracy" is the main thread throughout the Vietnamese political reform and also a talisman of the Communist Party of Vietnam. Vietnam takes building "a socialist rule of law state" as the goal of political reform, which actually represents a compromised point the Communist Party of Vietnam finds between "centralism" and "democracy". Vietnamese politics and Chinese politics are similar to and also different from each other. They are both the sole ruling party. In the absence of the opposition party, they must follow the mass line, accept supervision by the masses and listen to their opinions, so as to consolidate the socialist system.
