Several Key Problems on the Set-up of State-Owned Capital Operation Companies

At present, China's SOE management method does not adapt to the socialist market economic system. The government should finish the transition from the management of SOEs to the management of state-owned capital(SOC) as soon as possible, and set up a number of SOC operating companies. The SOC operating company is the micro operation entity of the SOC, and participates in the market competition with the non-SOC on an equal footing. The main tasks of the SOC operating companies are to manage the state-owned shares and constantly optimize the allocation of the SOC. The government should be under the guidance of the national policy on the SOC operation, and constantly optimize the allocation of the SOC and on the basis of this, preserve and increase the value of the SOC through mergers, restructuring, and reinvestment.
