Environmental Assessment of Detergent Ingredients

John Solbe
The environmental assessment of surfactants and other detergent ingredients has a long history in Europe.Although legislation on the classification, packaging and labelling of chemicals was first enacted in 1967. It took several years to develop to its current state. At the same time this hazard-assessment approach became the basis of the more recent risk-assessment legislation. All new chemicals and the higher tonnage older chemicals are now being scrutinised according to these two legal instruments. In addition, surfactants have had to satisfy specific requirements for biodegradability before they can be marketed.(This is an anomaly:there is no particular advantage in singling out surfactants for special treatment;they only differ from other chemicals by being marketed in high tonnages and being distributed to every household.)The legislative procedures and the scientific processes of hazard and risk assessment will be described.
