This paper analyses the environmental problems emerging from the market-oriented economic reform in China's rapid economic development. After exploring the main causes of those problems, the author stresses the two main economic causes, i.e.the market failure and the government failure. On dealing with the environmental problems, two economic means are put forward,i.e. the Pigout and Couae means. The market oriented reforms of the present environment management systems are also described in detail.
