Public Interests in Administrative Planning and the Humanist Legal Value:The Case of Water Pollution in the Songhuajiang River

As a special concrete administrative behavior, administrative planning can directly affect specific public interests. In order to work out a scientific and reasonable administrative plan, we must settle the conflicts between different interest groups and keep a balance among these groups. The solution to this problem is to adopt the legal value according which people's life, healthy and interests should be guaranteed within the specific administrative region. The pollution of the Songhuajiang River sharply shows that our administrative planning has gone astray from this value orientation. Therefore, the system which may guarantee the expression of the interests of different groups should be built, and principle of public involvement in administrative planning should be strictly followed.
