Study of comprehensive evaluation system and quantification method based on sustainable river management

Sustainable use and management of river water resources become crucial factors to sustainable development of regional social economy.This paper demonstrates the concept and connotation of river management,and establishes a quantitative evaluation index system of performance for river management in the frame of three standards,protection,improvement and utilization.The aim of this system is to implement sustainable development of river.It provides comprehensive evaluation and quantification of management performances with a static evaluation method of ANP and a dynamic evaluation method of the closeness.Application to the Qin River basin shows that the system is effective.
