On the Reclamation Policy of Attracting People and the Exploitation of Northeast by the Han Nationality People in Early Qing Dynasty

After the Qing dynasty moved the capital to Beijing, much population of Manchu migrated to the central plains causing the economy of Northeast ragged. The court reinforced the“Eight Banner” in early Qing Dynasty, meanwhile, it encouraged the Han nationality people went to the northeast China to assart land in order to get the ragged economy of Liaoshen area recovered. The court set up state and county governed by people themselves so as to manage the Han people effectively. Thus the land of northeast had been developed.
