Construction of the CCP's Political Power and the Changes of Rural Society in the Early People's Republic of China:Liling County (1949-1952)of Hunan Province Being a Case

The CCP constructed a new set of political power system of grass-roots in rural areas by taking over peacefully, adjusting division of districts and democratic construction from 1949 to 1952. With the development of recruiting grains to support the front line and eliminating bandits, neighbourhood administrative (保甲)system has been abolished and the former rural power has been cracked down. The campaign of land reform and the suppression of counterrevolutionary remade a new kind of social relation. The case of Liling county shows that the shift of state power downwards has great influence on the rural development of society.
