On High Salary Policy to Curb Corruption of Li (吏) in the Song Dynasty

During the period of Xining(熙宁)(1068-1078),the Song government increased its income by implementing Shiyi(市易,marketing and exchanging)policy,and then carried out High Salary Policy(Barn Policy,for it was first implemented among Barn clerks )to give more salary to Li(吏,junior officials)and punished corruptive crimes severely.The income of Shiyi policy was the direct source of the newly increased salary.High Salary Policy curbed corruption to some extent.Owing to the setback of Xining reform,it became difficult to carry out the High Salary Policy extensively and the policy was abolished during the early years of Yuanyou(元祐)(1086-1094).However,it was actually implemented by means of giving officials high salary until period of Shaoxing(绍兴)(1131-1163).It became the administrative practice for the junior officials to get salary until the Southern Song Dynasty,and the principle of governing officials with high salary had been applied throughout the Song Dynasty.
