From International Public Goods to Regional Public Goods:A New Perspective of Regional Cooperation Theory

The study of regional public goods is the inheritance and development of "international public goods". To further the theoretic construction of regional public goods has become a new hotspot of international relations. The study of public goods in economics,together with the five-step doctrine of regionalism and the "spill-over" approach of neo-functionalism,provides a new analytical framework for traditional analysis on regional cooperation. The "non-inclusiveness" and "non-competitiveness" of public goods in consumption set a comparatively objective standard for selecting regional cooperation areas. Cost-benefit analysis of public goods explains the intrinsic motives of national behaviors in regional cooperation from the perspective of economic calculation. Discussions of externality in public goods would help to resolve the puzzle that why an extraterritorial power would and should join certain regional cooperation activities.
