Assessing Current U.S.Hegemonic Position and Strategic Measures of Newly Emerging Great Powers

The nature and structure of the U.S.hegemony,the U.S.design of its international power,and the U.S.hegemonic strategy are three important indicators in assessing current U.S.hegemonic position.The authors argue that U.S.is an ' exceptional' new styled hegemon whose hegemony is supported by three-dimensional power structures;security structure(sharp power);production,trade and financial structures(sticky power);and knowledge,ideas and institutional structures(soft power).The U.S.international power was carefully designed when Woodrow Wilson and Franklin Roosevelt assumed their presidency.To defend its global hegemony especially dollar hegemony,U.S.executed 'shared power in system' and 'shared responsibility' strategies towards other economies.The current theories about the rise and fall of great powers cannot explain U.S.hegemony effectively.The U.S.has not entered into the period of hegemonic decline,while the newly emerging great powers have not arrived at the level of displacing U.S.hegemony.Meanwhile,the current rise of newly emerging great powers is in nature happening in the ' intra-system' dominated by the U.S.hegemony.The newly emerging great powers should have precise judgment and strategies.For these great powers especially China,correct strategic measures should be adopted to promote intra-system reform rather than challenging the current system from outside,making incremental improvement rather than revolutionary subversion of the current system.China's foreign strategy should highlight three aspects:clearly define its position in the world,foster power resources,and strengthen power strategies.
