China's Seaport Diplomacy: Theory and Practice

China's participation in the seaport constructions along the Maritime Silk Road forges a "commercial port chain"vis-1-vis a "military base chain"of the United States along the route. The former serves both China's and the host countries' economic development strategies with commercial interest expansion as the priority,such as investment,trade,infrastructure and shipping center constructions; the latter serves the U.S. security strategy,with such major goals as consolidating its alliance system,combating terrorism,expanding sphere of influence,and replicating her agents. Based on its own reform and opening-up experience,particularly its "Shekou Model" for Shenzhen city's economic takeoff,China expects other developing countries along the Maritime Silk Road to learn to her model of achieving peace and economic development,i.e. consolidating security by relying on development. In line with her seaport construction practice,China has been exploring seaport diplomacy with her own characteristics.Such a unique model of diplomacy regards port enterprises as the predominant agents,perceives market as the orientation,and designates government's agencies as the guarantees. China's seaport diplomacy promotes interconnectivity between the coastal and land-locked regions with the linkage of marine infrastructure,with a view to achieving interdependence of all countries. China's practice may transcend a "zero-sum game"and asymmetrical relations of the core-periphery international system into a "win-win game" and building a more balanced world. China's participation in the seaport constructions along the Maritime Silk Road has promoted industrialization of the host nations,exhibiting China's idea of promoting people's livelihood governance, forging a sharp contrast to the marine militarization and democratic governance by the West. This being said,China's participation in the seaport constructions along the route will continuously be encountered with economic, legal, political and security ventures, and therefore China should be fully aware of the possible "politicization" of her overseas seaport construction.
