A strategic study of the construction of rural democracy——A case study of the autonomous villagers in Hebei province

Self-governance of the villagers is regarded as the fundamental system of Chinese rural democracy.An investigation is performed in Handan,Baoding,and Tangshan of Hebei province.Result shows that the autonomy of villagers contradicts with the basic national power,and that the villagers' commission is not harmonious with the Party branch.The paper centers on the experiences of Wu'an of Handan in "one mechanism and three steps".Electional system together with democratic policy,administration,and supervision are the key to the rural direct democracy.
