Law as the Supreme Dao——The Legal Conception of Guanzi and the Relationship between Law and Dao

Dao and Law were the significant category in Chinese culture.In the view of Guanzi,law was not only the special but also the supreme form of Dao,but also the rule of law was the most preferable mode of the social governance.The main content of Dao is"righteousness",which is inseparable from the realization of"Manners",a code of conduct that people regulate their external activities with etiquette,and which is the institutionalized"Tao.""Law"is its special form,namely the social system with authority.It can unite diverse society"moral"values and behavior,in order to more clearly express its content and to ensure that it is complied with,backed by social power.Therefore,law is a social system that can reflect and realize"Dao"to the maximum extent.The rule of law is a governance concept and social system which adapt to it.As a result,The rule of law is the highest Dao of social governance.
