Analyses on Australian national action to deter IUU Fishing and its illumination to China's fisheries management

IUU Fishing,which is deemed to be one of the primary fact to fisheries sustainable development,diminishes effectiveness of fisheries management.This paper introduces Australian measures to regulate or combat IUU fishing through three management objects—person,vessel and catch.In addition, there are Australian penalties to punish IUU fishing and evidence form and the allocation of the burden of proof in this paper.Analyzing national fishing measures to control IUU fishing in Australia,such lessons can be learned as follows:(1)accelerating establishment of fishing right institution;(2)controlling IUU fishing through economy lever;(3)consummating China's law system and pursuing illegal fishing legal responsibility;(4)consummating our fishery permission system;(5)enhancing the supervising of illegal fishing;(6)specifying distributions of burden of proof.
