Cultural Resonance in the Capacity Building of Poor Groups and Its Anti-Poverty Effect——Based on the Perspective of Symbolic Interaction

YUAN Xiaoping;School of Public Administration,Nanchang University,Jiangxi Institute of Poverty Alleviation;
Capacity building is an important way to combat poverty. Through the empowerment of poor groups,it can help them to achieve poverty alleviation.To effectively improve the capabilities of poor groups,it is necessary to find key impact variables.Through an in-depth analysis of an example of an empowering model,it is found that in the process of empowering poor groups,building a poor group is crucial to the cultural resonance of empowerment.The degree of cultural resonance has a valve effect on the capacity building of poor groups. The weak cultural resonance will lead to the"involution"of the capacity growth of the poor groups. Strong cultural resonance can promote the"linear"growth of the ability of the poor.The birth of cultural resonance is closely related to the symbols and interactions used in the process of empowerment.The rhetorical symbols provide the basis for the interaction of empowerment,and the institutionalized interaction can visualize and solidify the symbolic meaning.The benign interaction between the two helps to construct the cultural resonance of the poor.The relationship between symbol,interaction and cultural resonance provides an effective reference for deepening the promotion of precision poverty alleviation,propaganda in anti-poverty,and the formulation of assistance programs.
