Improving Tax Administration and Service for Supporting the Development of Export-oriented Economy in the ‘Silk Road Economic Belt'

The ‘Silk Road Economic Belt' strategy, as a crucial way to promote the development of China, aims to inherit the leading spirit of the ancient Silk Road from China to West Asia and Europe, and facilitate the cultural exchange and commodity circulation among the countries of Eurasia. Shihezi city, located in the southern margin of the Zhungeer basin, is a core area of the Economic Belt on the Northern Tianshan Slope. It shoulders great responsibility in the local economic development and defense of national security. It is also a strategic fulcrum to promote international trade and cultural development, and greatly contributes to the export-oriented economic development which is a main focus of Xinjiang Silk Road Economic Belt construction. From the perspective of the status quo of the development of the export-oriented economy in Shihezi, this paper analyzes the export trade and tax refund(exemption) trends, the main problems in the development of export-oriented economy and their causes, and finally puts forward the ways to optimize economic structure, innovate tax service, renovate platform construction and attract high-end talents etc.
