Establishing Carbon Taxation in China: International Experience and Policy Recommendations

In the twenty-first century, the development of low-carbon economy and the reduction of greenhouse gas emissions have become the consensus of the international community. China's "13 th Five-Year Plan" takes "green" development to national strategy level. Carbon tax(or emission fee) fully plays the role of market price mechanism in environmental protection and emission reduction, which has been a widely used system of carbon emission reduction all over the world. Some western developed countries have established a relatively perfect carbon tax system, and accumulated a lot of useful experience in this regard. This article analyzes the experience of western developed countries in the practice of carbon tax, and puts forward feasible policy recommendations for establishing carbon tax system in China.
