The Compilation of Regulations in Qing Dynasty and Its Value

In Qing dynasty,the regulation-compiling staff was mainly selected from the people who are both familiar with government affairs and usually fair and cautious,from scholars familiar with foreign affairs,Chinese classics,laws and decrees.The work of compiling regulations was a normal work for every department of the Ministry,so in all the aspects as personnel allocation,awards and funding,and material support,potentialities should be exploited from within the departments concerned.The compilers of regulations in Qing dynasty were all hoping to collect data from multiple channels and present them in appropriate styles so as to show the laws and regulations of their own department,thus objectively making their work valuable in historical data and greatly influential on the maintenance of political changes in Qing dynasty.Therefore,the emperors and the government officials at every level all attached importance to the collection of regulations to deal with their governmental affairs.
