Comprehensive Control of Project Schedule Cost

Practical problems encountered in municipal works are often more complicated than those stated in textbooks. In the use of earned value principle in the comprehensive control of project progress and project cost, task partitioning, resource allocation, resource price and statistics methods of actual accomplished data interact with each other. This paper advocates that managers should carry out in-depth control and flexibly use the earned value principle and project management software; they should combine theory and practice while considering the actual situation and the demands of staff members; they should also balance between resource inputs and actual effects to take advantage of earned value principle to improve their management level and management efficiency.
